Memorandum

1. NAME

The name of the society to be Formed by this memorandum of Association under the Societies Registration Act, 1860 (21 of 1860)shall be the State Blood Transfusion Council, hereinafter, referred to as" The State Council. "

2. REGISTERED OFFICE

The Registered Office of the Society shall be situated in the State Capital of Maharashtra and presently to be located at Ravindra Annexe, 5th floor, Dinshaw Yaccha Road, Shankarjaikishan Marg, Church gate-20.

3. OBJECTIVES

Objectives for which the State Council is established are:

  1. To Organize donor recruitment, motivation and education programmes to generate voluntary non-remunerated blood donors, thereby eliminating the reliance on professional blood donors.
  2. To Ensure appropriate use of blood by avoiding whole blood transfusions, usage of substitute products using components from whole blood, apheresis, autologus transfusion & to ensure availability of plasma for fractionation.
  3. To give Training to technicians, drug inspectors, donor motivators and medical officers in relation to all operations of the blood centres.
  4. To pursue the Development of state level Nodal centres and district level nodal centres equipped for collection, storage, component separation and distribution of blood and blood products.
  5. To Link the nodal blood centres to District hospitals/sub-Dist. Hospitals/First Referral hospitals.
  6. To provide Development facilities for Quality Assurance & referal(External Assessment)
  7. To Monitor functioning of Blood Centres in the State.
  8. To ensure Development of Zonal Training Centres aimed at implementing the training programmes developed by the National Council.
  9. To Maintain & develop database regarding information & communication system matters related to functioning of blood centres, donor profile and database on the rare blood groups.
  10. To Implement the programmes outlined by National Blood Transfusion Council in the areas by organizing Voluntary Blood Donation Programmes, ensuring appropriate use of blood, providing infrastructure to Nodal centres etc.
  11. To take measures for Implementation of the national guidelines/standards developed by tional Council for Blood Centre operations to be adopted by Nodal Centres / Blood Centres
  12. To undertake and Implement the policies developed by National Council for levying service charges for blood and its components.
  13. To finance research and study proposals aimed at furthering the objectives of State Council.
  14. To issue appeals and make applications for money and funds and furtherance of the objects of the State Council and to accept for the aforesaid pourpose, gifts, donations and subscriptions of cash and securities.
  15. To Receive donations, contribution, grants and financial assistance from trade, industry individuals and organizations desirous to assist the Council for propagation of its activities and programmes.
  16. To sell, lease, mortgage and exchange and otherwise transfer any of the properties movable or immovable of State Council with prior approval of its Governing body
  17. To purchase, construct, maintain and alter any buildings or works necessary or convenient for the purpose of State Council.
  18. To undertake and accept the management of any endowment or trust fund having objects similar to the objects of the State Council.
  19. To offer prizes and grant of scholarships, including travelling scholarships/fellowships in furtherance of the objectives of State Council.
  20. To create administrative, technical and ministerial and other posts under the society and to make appointments thereto on approval from the Governing Body of the State Council.
  21. To establish a provident fund and /or pension fund for the benefit of the State Council's employees and their family members.
  22. To do all such other lawful things as are conducive or incidental to the attainment of the above objects.
  23. To constitute various formal & informal committees & Copt of experts for furtherance of objects of State Council.

 

4. MANAGEMENT OF ASSETS

The income and properties of the State Council shall be applied Solely towards the promotion of objects thereof as set forth in this Memorandum of Association subject to such limitations as the Government of Maharashtra may from time to time impose. No portion of the income or the properties of the State Council shall be paid or transferred directly or indirectly by way of dividends, bonus or otherwise, however, by way of profit to the persons who are or at any time have been members of the State Council or to any of them provided that nothing herein contained shall prevent payment in good faith to any individual (s) in return for the services rendered by them to the State Council or for travelling allowance, honoraria and other charges.
